President Jonathan commissions Abuja intra-city trains

President Goodluck Jonathan today commissioned the Abuja intra-city trains as the first phase of the Abuja Light Rail Project at the Airport Road.

The train project, which started in 2012 was funded with a $500m loan from the China EXIM Bank and shall run from Airport Road to Kubwa.

President Jonathan at the event said that the commissioning was a fulfillment of a promise his government made to make transportation of people en masse within the capital city better.

“When we took this loan, we made a promise that we will deliver these trains before the end of our tenure, and I am glad to say that we have delivered.”

The Minister of the Federal Capital Territory, Senator Bala Mohammed, under whose ministry the project was executed also spoke,

calling the actualization of the project as a legacy he will leave behind for the residents of Abuja.

President-Elect Buhari, Be Wary of Yuguda

Yuguda who was one of the founding members of the PDP in Bauchi State backed the present National Chairman of the party, Ahmadu Mu’azu for governorship and struck an agreement with the governor that he will succeed him at the end of eight years. In the meantime, Yuguda became a minister in the Olusegun Obasanjo-led administration for six years. However, when it became time for Mu’azu to honour his own end of the agreement, he reneged on it and frustrated Yuguda’s ambitions, and instead making his Secretary to the State Government, Nadada Umar the candidate. Yuguda moved to ANPP and the combined force of the popularity of the ANPP presidential candidate then and now president-elect, General Muhammadu Buhari and the sympathy Bauchi people had for him over his treatment by Mu’azu, he coasted to victory.

But before you could say ‘Jack Robinson’, Yuguda had gone back into the PDP, even ingratiating himself with the family of late President Umaru Yar’adua to the point that he married the president’s daughter in what was clearly a political alliance being forged. At a point, he was named as one of those that the then First Lady, Turai Yar’adua wanted to succeed her husband when it seemed inevitable that he was going to pass away, the other person being another presidential son-in-law, the outgoing governor of Katsina State, Ibrahim Shema.

One would have thought that this alone would have put him in the bad books of then Vice-President Goodluck Jonathan when he became president, having been relegated by Turai Yar’adua and the cabal that held the late president hostage. But again, Yuguda showed his adroitness in the manner he became close to President Jonathan, first delivering the state to him during the PDP primaries and backing his decisions such as supporting the ‘election’ of Plateau State governor, Jonah Jang as the Chairman of the Nigeria Governors’ Forum.

Even though the PDP lost at the federal level and in Bauchi State with Yuguda missing in his attempt to ‘retire’ to the Senate, it will be foolhardy for anyone to write him off politically. It will not be surprising if he weaves his way into the good graces of the APC at the federal level; after all, rumours are rife that the governor-elect of Bauchi State, Mohammed Abubakar was propped up by him, despite the fact that he is in APC.

But why should the president-elect be wary of Yuguda?

For starters, despite the fact that he has been in government as minister and governor for a combined 14 years, one is hard-pressed to point to any tangible achievement of his. His eight years as the Bauchi State governor was a failure as he was unable to build on the foundations laid by his predecessor, especially in terms of infrastructural development. Instead, the citizens of the state were left poorer than when he came into office. simply put, Yuguda has nothing to offer and has been selling Nigerians a dummy for far too long, and Nigeria cannot afford this anymore.

Even worse, his tenure has been filled with allegations of financial impropriety – from inflated contracts such as the construction of the Bauchi International Airport to excessive withdrawals from state government accounts of up to N1billion daily at a time, so much that the state has been unable to pay salaries for a few months now.

Persons like Yuguda ought to be on the list of politically exposed persons to be investigated and tried for corruption, and knowing how serious the president-elect is about corruption, associating with Yuguda will tarnish his pristine image.

Lastly, as a man who values loyalty highly, president-elect Buhari should be very wary of Yuguda who has no idea what the word ‘loyalty’ means. There is no greater evidence of that more than how he shifts his allegiances from party to party, and from person to person – as long as it served his interests. A man with such shifting loyalty cannot be trusted.

We do hope that the President-elect is listening.

Reps want presidential scholarships stopped...

Executive Secretary, National Universities Commission, Prof. Julius Okojie
The House of Representatives Committee on Education on Thursday asked the Federal Government to stop the 2015/2016 Presidential Special Scholarship for Innovation and Development on the grounds that the scheme was designed to favour some sections of the country to the exclusion of others.

The committee, which is chaired by a lawmaker from Kano State, Mr. Aminu Sulaiman, met with the Chairman of the Implementation Committee, Prof. Julius Okojie, in Abuja on Thursday.

Lawmakers engaged Okojie, who doubles as the Executive Secretary of the National Universities Commission, in a heated debate over the matter.

Thursday’s directive of the committee was the second since last year when it started investigating the criteria for the award of the scholarships.

For example, Suleiman claimed that northerners were sidelined in the awards, leading to what he called “education imbalance and monumental abuse.”

But, Okojie replied that no considerations other than “merit,” qualified the beneficiaries for the awards.
Okojie added, “Unless we are saying that the criteria have to change, I will not advise that the programme should be scrapped.”

However, he assured the lawmakers that he would pass their position to President Goodluck Jonathan.
The committee observed that out of the 104 applicants short-listed for the scholarship this year, none came from the North-West and the North-East.

Members also said the North-Central received only seven slots, while the Federal Capital Territory also did not get any.

But, Okojie explained that the award was meant for first class graduates, who were under 30 years of age, for further studies in any of the top 100 universities in the world.

What is Gov. Isa Yuguda afraid of?

On the 29th of next month, the governor of Bauchi State, Mallam Isa Yuguda will be concluding his second term in office as he hands over to the governor-elect, Barrister Mohammed Abubakar. For the first time since 2000, Yuguda will find himself in an unfamiliar place – being out of government.

Apparently dreadful of this situation, Yuguda who has built himself as a deft political strategist had first tried to position himself as the successor to former governor of the Central Bank of Nigeria (CBN) and current Emir of Kano, Muhammadu Sanusi II towards the end of 2013, drawing on his previous experience in running two banks.

When it became apparent that he was not the favorite to get the job, he then settled to run for the Bauchi South senatorial district and ‘retire’ to the Senate like many of his past and present colleagues. Getting the ticket was a walk in the park – all he had to do was to ask the incumbent senator, Adamu Gumba to ‘step aside’ for him.

The bigger challenge for the governor was who will succeed him, knowing very well he could not leave that to chance, especially drawing from his experience on how he had attempted to make a living hell of his predecessor, Ahmadu Mu’azu after he had humiliated him at the 2007 polls.
Mu’azu who ironically is today the National Chairman of the PDP that Yuguda is a member of, was indicted in 2009 by a panel Yuguda had set up, headed by Hon. Justice Bitrus Sanga and asked to refund N20billion and barred him from holding public office for 10 years. Mu’azu’s reprieve came through a judgment by the then Chief Judge of the state, Justice Mohammed Ibrahim Zango in April 2013 who cleared the indictment.

But why should Yuguda be scared the same fate could befall him when he leaves office? For starters, a lot of financial misappropriation has taken place in his administration – ranging from over-the-counter withdrawals from accounts held by the state government at Diamond Bank which was as high as N1bn a day at some point to the use of fronts to collect lucrative contract awards.

Yuguda and his cabinet members are rumored to have milked the state treasury dry, splurging as much as N15bn on luxurious homes in Abuja. In the process, they have pushed the state into indebtedness, with N17bn owed internally and N11bn owed to foreigners. Yet despite this, the state government went ahead to make a bond application for N15billion in the twilight of this administration. Essentially, what this means is that the Yuguda administration is going to saddle the incoming administration with massive debts.

It is a wonder why the governor is so intent on this bond application that even when a group of concerned citizens filed a suit seeking a court injunction to stop the state from obtaining the bond until the state government clarified what it was going to be used for, the case was assigned by the new acting chief judge of the state, Justice Rabi Umar who is said to be very close to the governor to Justice A.H. Suleiman.

Justice Suleiman, who is presently serving as the vacation judge to handle cases during judicial recess has so far refused to assign a date for the hearing of the suit, thus dragging it out and increasing speculations that he has been compromised by the governor not to so that it will not hamper the bond issuance.

It is in this desperation to have someone to cover up his misdeeds that Yuguda not only imposed the candidate in his PDP but also sponsored the APC candidate who eventually won the election. Despite all his denials, this was quite evident in the decision of the governor and the governor-elect to have their transition committees after they had a closed-door meeting. This is a departure from the norm where the outgoing government sets up its own transition committee which only briefs the incoming governor of the activities of all the ministries and parastatals of the government.

It does seem that Yuguda has a lot to be afraid of, but it remains to be seen how long he can afford to hide.

Bauchi Governor, Yuguda, dismisses civil servant over Facebook post on corruption

Bauchi State governor victimizes civil servant.
A civil servant in Bauchi State who made a facebook post questioning the financial integrity of the State Governor has been dismissed.
Governor Isa Yuguda of Bauchi State ordered the dismissal of Abbas Faggo over a facebook comment in which he accused the governor of corruption.
A letter terminating Mr. Faggo’s appointment and signed by one Ibrahim Shehu for the Head of Service of the State, said his appointment was terminated “because his services are no longer needed”.
The termination of the appointment took effect from October 10 this year when he was first suspended.
Mr. Faggo’s troubles started when he accused the governor of monumental fraud and corruption, questioning the source of funding of the governor’s son’s wedding which took place recently.
Mr. Faggo had been arraigned by the Police before the Chief Magistrate of the state for the same offence.
However, the Chief Magistrate, Adamu Madaki, on Friday November 16, struck out the case against Mr. Faggo because “it was not properly filed.”
Below is the content of Mr. Faggo’s dismissal letter:
TERMINATION OF APPOINTMENT
I am directed to refer to the civil service commission’s letter No.
CSC/PRO/S/001/T.V dated 1st November 2012 to convey the commission’s
approval of your suspension and termination of appointment from Bauchi State
Service with effect from 10th October, 2012 as your service is no longer
required, please.
Signed
ibrahim shehu
For: Head of Service.
Below is the controversial Facebook post which angered the governor, and for which Mr. Faggo was arrested, detained and arraigned in court for allegedly defaming the Mr. Yuguda’s character.
“Those of us resident in Abuja, are witnessing yet another Bauchi wedding, this time we understand is the Governor’s son that is hooking the one-time PDP’s Chairmanship aspirant’s daughter. Inside sources said, already:
“Top officials of the Min. for Local Govt, along with the ALGON Bauchi State chapter are asking the 20 LGA’s to sign out N2m each as donation for the wedding next Saturday of the Gov’s son. They awarded contract for calendars and note pads to an Abuja printing press. Contract for coffee mugs, Wall clocks, bags, badges etc. was given to a Lagos based lady. They will all carry the pictures of the groom and the bride. An SUV Jeep was also suggested as a wedding present to Ango. Finally the 20 LGA chairmen will all send their wives to Abj where the jamboree is taking place because Yuguda is now Abuja based.
“The story is all over town too, that in April $80,000 was sent to the ango on his graduation by the SSG, on the orders of the Gov. This is as a result of request by the groom to buy a limited edition M/Benz Series.
“In Nov, 2009, when the Gov latest wife, also acquired thru Bauchi funds, was having her first child in Washington DC the sum of £150,000 was sent to the SSG by the then Accountant General for onward transmission to Yuguda. One wonders, why all this, as he has 21 kids from 3 wives earlier and all of them born in Nigeria. The thinking is that he is using Bauchi state money for the purchase of citizenship thru birth, for his latest 2 kids in the USA. Already a house has since been purchased for Yuguda in Maryland through a once upon a time VOA staff, aide of his.
“These things are happening in a state where staff salaries are becoming very difficult to pay and inevitable retrenchment is looming day in day out. God save Bauchi State.”

"Scrap N100bn foreign scholarship"

The Commonwealth Youth Council has urged the President-elect, Maj. Gen. Muhammadu Buhari (retd.), to abolish foreign scholarships in the country after he assumes office on May 29.

In a statement issued by the CYC chairperson, Ahmed Adamu, in London on Saturday, the council said close to N100bn is spent on foreign scholarships annually by the Federal Government.

According to Adamu, who is also an economic expert, the expenditure had resulted in the abuse of the naira and triggered devaluation of the currency.

He said, “This figure is extremely higher when adding the cost of other self-sponsored foreign education programmes and I am using this medium to call on the Nigerian President-elect to consider this as one of the immediate policies he will adopt in the first 100 days in office.

“Nigerians and other internationals studying in United Kingdom contribute 2.3 per cent to Britain’s Gross Domestic Product growth and their patronages contribute 2.6 per cent to the overall UK employment. How different are foreign universities from Nigerian universities?

“We may talk about access to energy, Information Technology, resources, facilities, conducive atmosphere and efficiency, but all these can be provided in all Nigerian universities with the savings that will eventuate from abolishing foreign scholarships. If you divide N100 billion by the number of federal universities, you will see that each university will get N2.5 billion a year.”

How Yuguda Cost Jonathan Bauchi State in the Presidential Elections

The 2015 General Elections have come and gone, and expectedly, it has produced winners and losers. The All Progressives’ Congress (APC) created an upset and won the presidential elections and four-time presidential candidate, General Muhammadu Buhari finally emerged victorious at the polls. Since the elections, political pundits and analysts have been analyzing the results of the elections and what caused voters to sway either this way or that way.

One state that is of interest is Bauchi State and the way in which APC won the state with 931,598 of the votes, leaving the PDP a paltry 8.5% of the votes to pick up. What is not surprising is not that the APC won; after all, the last time the PDP won the state in the presidential polls was in 1999. However, political watchers had predicted that President Goodluck Jonathan will be able to get at least 30% of the votes not only because the state has a PDP government, but also because it is also the state of the National Chairman of the PDP, Alhaji Ahmadu Mu’azu and the Minister of the Federal Capital Territory, Senator Bala Abdulkadir Mohammed who are political heavyweights and are very popular in the state.

So what went wrong for the PDP and President Jonathan?

First, the very dismal performance of Governor Isa Yuguda in his eight-year stint at the helm of the state turned the hearts of many in the state against the PDP. In his two terms, the only capital project of note executed by the governor has been the Bauchi International Airport, a N9bn project which sadly is a misplaced priority considering how few people will even be afford flights regularly. It is also not justifiable to spend such a sum on an airport that will only be used optimally for one month a year during Hajj pilgrimage when the Gombe International Airport and the Mallam Aminu Kano International Airport, Kano are within 5-hour radius and are available for airlifting of pilgrims to the Holy Land.

Yuguda’s tenure as governor has not left the people of Bauchi State any better than when he came in. He had initially used his penchant for cash gifts and handouts as a ruse to cover his non-performance but gradually, the people became aware of the reality of his non-performance. Considering his efforts to cozy up to President Jonathan, the people of Bauchi State punished PDP by voting en masse for APC, which also cost Yuguda his Bauchi South senatorial ambition.

Not only that, Yuguda further incensed people by foisting an unknown and unpopular governorship candidate, Hon. Mohammed Auwal Jatau on the PDP. The people of the state were expecting that either Dr. Mahmud Yayale Ahmed, a respected bureaucrat who has been Head of the Civil Service of the Federation and Secretary of the Government of the Federation, or Dr. Mohammed Ali Pate, former Minister of State for Health and respected public health expert to become the candidate of the state. However, they were edged out in the primaries as Yuguda imposed Jatau, a little-known House of Representatives member from Zaki Federal Constituency and a last-minute entrant into the race on the party and against the wishes of the party. This even caused Dr. Pate to defect to the APC where he worked tirelessly to earn their victory.

This was a stark contrast to the primaries of the APC where the governor-elect, Barrister Mohammed Abubakar emerged through a free and fair primary, which wooed voters to their side. Interestingly, Abubakar is also said to have been sponsored by Yuguda. If this is true, it means that the governor was clearly engaged in anti-party activities.

Another factor that should have contributed to the votes of President Jonathan was the voting pattern of Dass, Bogoro and Tafawa Balewa local government areas which are predominantly Christian and dominated by the Sayawa ethnic group. However, in September 2012, Governor Yuguda unilaterally moved the headquarters of Tafawa Balewa Local Government Area from Tafawa-Balewa, a predominatly Christian town to Bununu, which is predominantly Muslim. This action caused the member representing Tafawa Balewa in the Bauchi State House of Assembly, Mrs. Rifkatu Danna Samson to raise the motion on the floor of the House. However, all she earned for her troubles was Yuguda using his loyalists in the House to suspend her, which earned the House a lawsuit.

Also, the member representing Dass/Bogoro/Tafawa-Balewa Federal Constituency at the House of Representatives, Hon. Yakubu Dogara threatened to defect from the PDP to the APC if the decision to reverse the change of local government headquarters was not made. Yuguda refused to budge, and Dogara made well his threat and defected.

This also caused a mass switch in loyalty in the area to the APC as Dogara and Samson, both very popular worked tirelessly to ensure that the APC in that area. Dogara won his re-election and is now well-placed to be the next Speaker of the House of Representatives following the decision of the APC to zone the office to the North-East.

It is quite ironic that for a governor who has been working tirelessly to be in the good books of President Jonathan and was even lobbying to have Vice-President Namadi Sambo replaced with him on the presidential ticket, all his actions worked counter to the objectives of the PDP and President Jonathan.

However, Yuguda did not see that his actions were destructive because he had arrogated to himself absolute powers not only within the state but also within the PDP in Bauchi State.

As the PDP continues with its post-election analysis of what went wrong, it needs not search too far to see the person that single-handedly caused their downfall in Bauchi State.

SHOCKING ! Secret Plot To Kidnap INEC Chairman Jega Exposed

Most Politicians in Nigeria are truly desperate for power, an indication that most of them want power just to have access to our money ….
Sahara Reporters has learned of a plot to abduct Independent National Election Commission (INEC) Chairman Attahiru Jega by PDP secret agents. The intent was to derail the vote tabulation when it was clear that Goodluck Jonathan of PDP would lose the election to Muhammadu Buhari of APC.
The plotters are said to have included former Minister of State for the Niger Delta, Godsay Orubebe, and members of Jega’s state-sponsored security detail.
Jega was supposed to be abducted after Godsay Orubebe disrupted the declaration of results.
It will be recalled that Orubebe subjected the Nigerian public and entire Election Commission to a lengthy diatribe, claiming that INEC Chairman Jega was biased against President Jonathan.
Sahara Reporters is confirming details, but it is believed that Jega was going to be abducted by agents working for the PDP if he had made a mistake to walk out of the venue when Orubebe was shouting.
Sahara Reporters said they will provide the latest updates, once the details of the plot are confirmed.

Gov Muazu Of Niger State In Last N1.2 Billion Looting To Frustrate New Govt

Governor Mu’azu Babangida Aliyu after appearing on NTA state broadcast earlier today to apologise to Nigerlites and seek for their forgiveness has gone behind the curtains to continue with his evil plans of creating more emirates out of the present Bida, Kontagora and Minna emirates councils.
Governor Aliyu’s plan which is on top gear is already on the desk of the Niger State House of Assembly. These reporters investigations reveals that the Chief Servant has already wired 1.2 Billion Naira to the legislators for quick implementation of his evil plan starting from tomorrow, March 14, 2015. An act that will cause disharmony amongst our Royal fathers and above all threaten the peaceful co-existence Niger State enjoys.
It is indeed an irony for Governor Aliyu who in his state broadcast over the outcome of the elections today, admits that, they are proud to be citizens of Niger State, the only State that is ours to build for the benefit of present and future generations. Indeed, as Nigerlites we have much more that unites us than divides us. Hence, we must put behind us the mixed feelings and experiences of the just concluded elections and forge ahead with the task of supporting the government to realize our collective development aspirations.
On the other side, Nigerlites shouldn’t be surprised at the hypocritical attitude of the Chief Servant and his Fake Apologies to Nigerlites, his words during the inauguration of the Peoples Democratic Party gubernatorial campaign committee last year are still very much fresh in our memories.
Nigerlites should recall that the Chief Servant said and stressed that politics is all about lying and if one cannot lie, then he or she has no place in the game and that If you are talking of honesty or morals, go and become an Imam or pastor. Politics cannot be the way it used to be.
Governor Aliyu went on to affirm that “If you cannot lie, get out of politics. Anything you are involved in has its own rule. You are in politics to win, win first and let other things follow. Basically we believed that it is the Chief Servant’s game of deceit that saw to not only failing to deliver Niger state to President Goodluck Ebele Jonathan and his much anticipated dream to the red chambers, Senate but also in his much acclaimed bid to ensure that his anointed and Istiharah candidate, Alhaji Umar Nasko who emerged through a fraud primaries , succeeds him at the Minna Government House also failed woefully.

What will Bauchi State remember Isa Yuguda for?

When Nigeria embarked on the transition to democracy in 1999, the party that swept away most of the elective offices was the ruling Peoples’ Democratic Party (PDP) which not only had the presidency and the majority of the National Assembly but also won 21 governorship seats.
One of the states the PDP took control of was Bauchi State in the North-East, which was created from the old North-Eastern State in 1976. The Fourth Republic ushered in for their fourth democratically elected governor in the person of Alhaji Ahmadu Mu’azu, a quantity surveyor and the present National Chairman of the PDP.

Mu’azu’s emergence was made possible with the backing of a banker, Mallam Isa Yuguda, who held sway at the now defunct Inland Bank, headquartered in Bauchi Town. His influence helped the PDP sweep the state, for which he was duly compensated with ministerial posts, first serving as the Ministry of Transportation for two years and then as Minister of Aviation for another two years, both under the Obasanjo administration.

At the end of the second term of Mu’azu, Yuguda made known his ambitions to succeed him. However, his erstwhile protégé was not enthused with the idea and he frustrated his ambition, forcing him to decamp to the then All Nigeria Peoples’ Party (ANPP). He won the sympathy of the people of Bauchi State who felt he was betrayed by Mu’azu despite supporting him in 1999, and that combined with the massive popularity of now President-elect Muhammadu Buhari who ran in 2007 as the candidate of the ANPP, Yuguda won his election.

However, just like Mu’azu betrayed him, he has also turned around to betray the people of Bauchi State. First, he defected back to the PDP and abandoned the platform on which he was elected. He also went further to torment his then deputy governor, Alhaji Garba Gadi, a respected elder who was the ANPP candidate before he was persuaded by the party to cede his ticket to Yuguda and become his running mate. Gadi’s crime was his refusal to defect to the PDP as he insisted on being loyal to the ANPP; for this, Yuguda ensured his impeachment.

After eight years, the best known achievement of Yuguda has been superficial: a primary school, the Sa’adu Zungur Primary School which he spent N800 million constructing and the construction of an international airport for N8bn, a misplaced project considering the fact that Bauchi has an airfield which is not used at all. His excuse for the airport has been that it is needed to attract international investors and to make it easier for intending pilgrims going for Hajj to head to Saudi Arabia.

However, there is very little economic sense in having an airport that will be used optimally for only one month in a year, especially when the Kano and Gombe Airports which are also used for ferrying pilgrims to the Holy Land are within 4-hour radius of the state.

Even worse, unlike his predecessor who is best known for building roads across the state, scarcely any road has been built by the Yuguda administration. Obviously, his predecessor knows the impact of roads on the economy – a kilometer of road constructed is said to increase economic activity in an area by 23% averagely. Sadly, not even potentially economic gold mines such as Nahuta in Alkaleri Local Government Area which has a lot of illegal mining of copper, zinc, lead and limestone going on there, even on a large scale has accessible, motorable roads leading there.

One would have thought that Governor Yuguda would have constructed such a road and formalized the mining activities in the area, and other areas with economic potential in order to raise the internally-generated revenue of the state. However, his ideas for raising revenue has been limited to increasing the signage fees of the few commercial establishments in the state, which are mostly banks and led them to removing their signages for months at a time.

So at the end of eight years of the Yuguda administration, what can then be said to be his legacy? He has barely any tangible capital projects to show for it, and he has not raised the revenue profile of the state. As a matter of fact, the finances of the state are shrouded in opacity as the details of budgets passed by the state legislature of the state are not made public. As such, it is impossible to measure their execution.

This is a question that we feel Bauchi people are best placed to answer: what will you remember Yuguda for?
